TEXAS HOUSING MARKET STEPPING TOWARD RECOVERY
College Station (Real Estate Center) – May was packed with indicators of an improving housing market here in Texas.
According to the latest Multiple Listing Service (MLS) data, existing home sales were up 20 percent over May 2011, prices were up 8 percent, and inventory was at a comfortable six months.
“There’s no doubt that the market in Texas and in most of our major metropolitan areas in Texas is definitely picking up,” said Real Estate Center Research Economist Dr. Jim Gaines on this week’s Real Estate Red Zone podcast. “Sales have picked up. The year-to-date is up 13 percent, which is very, very good.”
Gaines said the increased sales activity may reflect a release of some pent-up demand in the market as people become aware that now is an opportune time to buy, while prices are down and mortgage interest rates are at historical lows.
“The increased activity level may also indicate a positive shift in homebuyer attitudes with more confidence in the future of the housing market,” Gaines said.
Home sales for May were just shy of 23,500 units, compared with 19,623 the previous month and 19,602 a year ago.
While the May numbers suggest a much stronger 2012 summer sales season than the last few years, Gaines said the market is still hampered by tight mortgage credit availability and a relative limited inventory of homes offered for sale.
The median home price was $162,400, “the highest median home price across the state we’ve ever recorded here at the Center, and we’ve been doing this now for about thirty-something years,” Gaines said.
Texas had an overall inventory of six months. Some markets were below five months. Others, such as Collin County and Garland, were below four. While that generally suggests a seller’s market, Gaines said that isn’t the case here.
“With the low inventory of properties for sale, normally you would expect prices to pick up more aggressively,” Gaines said. “That hasn’t happened, because it’s not being offset by that much increase in demand. The demand isn’t up that much yet to really create the surge in home prices of 4 or 5 percent or more appreciation rate.”
New home permits were up 20.5 percent year-to-date, another bright spot in the state’s housing market.
“[Texas is] one of the few markets in the country where new home construction is beginning to really pick up and show signs of life again,” Gaines said. “Now, having said that, it is up 20.5 percent from the historical low. But you have to take that first step in recovery, and it looks like we are definitely taking that first step.”

AUSTIN, HOUSTON FUEL HOT HOUSING MARKET
AUSTIN (Austin American-Statesman, Houston Chronicle) – Austin and Houston were among the Texas cities that reported increases in existing home sales and median home prices last month.
Austin had a 25 percent jump in existing home sales in May, according to the Austin Board of Realtors. The month’s 2,340 sales were the highest since August 2007. The median home price grew 10 percent to $215,000.
Houston-area sales in May jumped by 23.8 percent over May 2011, with agents reporting 6,185 single-family homes sold. The median price for single-family homes set a new record in May, up 7.1 percent to $168,000.
Meanwhile, home inventory is down in both cities. Listings fell 23 percent in Austin to a 4.4-month supply of homes, compared with a 6.8-month supply a year ago. Houston’s inventory reached a five-year low, dropping to 5.5 months.
Foreclosures are also making up a smaller portion of Houston property sales than before, dropping from 27.8 percent of sales in January to 17.8 percent in May.

AUSTIN HAS NEWEST HOUSING STOCK IN THE NATION
(Austin Business Journal) - Austin has the newest housing stock in America, a distinction it attained by the barest of margins.
Precisely 14.97 percent of the homes in the Austin area have been built since 2005, according to an On Numbers analysis of U.S. Census Bureau data.
That's just 0.01 percentage points ahead of the runner-up, McAllen-Edinburg, Texas, at 14.96 percent.
The Austin area had 708,643 housing units as of 2010, the latest year for which official figures are available. Units are defined as all dwellings, including houses, condominiums and apartments.
A total of 106,069 were constructed no earlier than 2005. That's nearly identical to the number of currently existing homes in Austin that were built prior to 1970: 105,469.
On Numbers analyzed data from the Census Bureau's 2010 American Community Survey for the nation's 100 biggest metropolitan areas.

Seventeen markets are growing so rapidly that more than 10 percent of their housing has been built since 2005. On the flip side are 28 major metros where a majority of all homes were constructed before 1970.
Buffalo has the oldest housing stock of any major U.S. market. Less than 2 percent of Buffalo's homes (1.91 percent, to be exact) have been built in 2005 or more recently, while 70.81 percent were erected in 1969 or earlier.
The collective figures for all 100 markets indicate that 6.13 percent of all units have been constructed since 2005, compared to 42.83 percent prior to 1970.

AUSTIN OFFICE MARKET STAYS STRONG; OCCUPANCIES, RENTS UP IN SECOND QUARTER
AUSTIN (Austin American Statesman) - The Austin-area office market remained strong in the second quarter, with occupancies and rents continuing to rise thanks to the region's job growth, according to new data from Oxford Commercial.
The strong market is fueling a rising tide of office building sales by investors, say local commercial brokers, who predict the trend will continue.
The second-quarter occupancy rate for top-tier (Class A) space rose to 85.4 percent from 80.2 percent in June 2011, according to Oxford Commercial. Rents for top-tier space for the entire Austin market rose to an average of $29.37 a square foot by mid-year, up from $28.24 as of June 2011.
Relative to some other cities, "Austin certainly stands out," said Greg Johnston, a partner with Oxford Commercial. "It's a robust market now."
Other local office brokers agreed.
"Every submarket is moving in the right direction," said Kevin Granger, a partner with Stream Realty Partners. "There's a lot of good organic growth."

TEXAS CITIES (STILL) AMONG NATION’S FASTEST GROWING
WASHINGTON (National Association of Realtors) – Texas has eight of the nation’s 15 fastest-growing cities and six of the top seven, according to the U.S. Census Bureau.
From April 1, 2010, to July 1, 2011, Round Rock had the second-highest rate of population change in the country, with 4.8 percent growth. Following Round Rock were Austin, Plano, McKinney and Frisco, each with 3.8 percent. Denton was seventh with 3.4 percent; McAllen and Carrollton claimed the 13th and 14th spots with 3 percent each.
Coming in first was New Orleans with nearly 5 percent growth.
"These numbers provide further evidence of a continuation of the trend of rapid population growth in Texas we observed between the 2000 and 2010 censuses," said Census Bureau Director Robert Groves.
To compile its list, the Census Bureau evaluated population increases in 2011 for cities with more than 100,000 residents.
